Starting "The Lost Shipment"
Locate Brannof Hall's Dining Room (near Brannof Boulevard, accessible from the Town Square). Speak with Cohen; he'll reveal the missing weapons. Crucially, speak to him again to receive two vital leads.
Completing "The Lost Shipment"
Investigate both leads. Remove any Town Guard gear before questioning anyone.
Captain Shirker on The Vincible
Find Captain Shirker on The Vincible (southeast dock). After a meal at The Delectable Dab (near Town Square), he'll mention a man in a blue waistcoat.
Locate the Man in a Blue Waistcoat (Town Square). He'll direct you to "The Illusion," a weapons dealer. To access the weapons, you must impersonate "Sam," requiring a monobrow.
Visit the hairdresser (Old Street West) for a monobrow (costs 8 Silver and 280 Copper).
The Hooked Hand
Question patrons at The Hooked Hand (near Eel Street). You'll be led to The Frequently Fresh Fish Stall.
The Fishmonger needs a Fetid Flounder (requires Level 25 Fishing). Catch it, write a note (using Quill, Ink, and Paper from Lord Brannof's desk), and hide it inside the fish.
Give the fish to the Fishmonger, hide nearby, and follow the Furtive Stranger.
Follow the Stranger to Monab Row. Remove your Guard armor to reveal your monobrow. Identify yourself as "Sam," defeat the thief (Level 30), retrieve the Plumbatae, and return them to Brannof Hall to complete the quest.
