SGT. Winter's Location in Fortnite Chapter 6
The initial Wintervestigation quest directs you to SGT. Winter. These quests appear to involve teaming with Noir to uncover clues and discover new NPCs across the Chapter 6 map.
The quest marker will pinpoint SGT. Winter's location, even before you enter a match. He's near a plane crash site atop a snowy mountain, east of Warrior's Watch and south of Foxy Floodgate, close to Mariah Carey's in-game concert location.

SGT. Winter, marked by a speech bubble icon, patrols near the plane wreckage. Interact with him; you can buy items (Holo Twister Assault Rifle, Blizzard Grenade) or start a conversation.
Select the magnifying glass icon to initiate the Wintervestigation dialogue. He'll assign a new mission, sending you to Noir in Seaport City. Completing the dialogue rewards 25,000 XP.

Reaching SGT. Winter can be tough, as the area is a popular drop zone. Consider waiting a few days for the crowds to thin. Alternatively, quickly grab loot from nearby chests, utilize the plane wreckage for cover, and eliminate opponents. Many players might land with only pickaxes, making early elimination possible with a good team and/or some luck with chest drops. You could also simply buy items from SGT. Winter to complete the interaction more safely.
