Weapon upgrades unlock after reaching Level 002 Code Clearance. Access the Facility Management Function via the Personal Responsibility Portal, leading you to the Weapon Development Facility. Here, you'll manage and upgrade weapons using resources and Entitlement Points. Citizen assistance reduces upgrade costs, with varying reduction rates depending on their Facility Manager Aptitude. The process is intuitive despite its initial complexity.
A pre-upgrade screen previews stat changes. The facility also handles Element addition, Module experimentation, and Module Slot management. Higher Grade weapon upgrades require permits purchased from the Claim Entitlement tab within the Window of Liberty.
