Patrick Mills, Cyberpunk 2077 loremaster and ultimately the decision-maker, clarified the situation. The bundle was designed for only two characters, one of which had to be Johnny Silverhand. This left no space for both male and female versions of V. Given Johnny's gender, selecting the female V was a logical choice, further influenced by Mills' personal preference.
