Commission Tickets become available only after reaching High Rank. This occurs shortly after the main story's conclusion. Progress through the main questline until you unlock the Support Ship at the Windward Plains Base Camp.
At the Support Ship, speak with Santiago and select "Request Goods." Choose the "Misc. Items" option. This presents a chance to purchase a Commission Ticket. However, Santiago's inventory refreshes, so you may need to request items several times before the ticket appears for purchase. Remember, these purchases require Guild Points, so stock up beforehand.
